Activation of the market of brownfield industrial parks

Finally, the majority of owners of old industrial sites realized that it was necessary to do something radical with their assets. Assets that have been standing for decades, if not empty, then perform the function of the old rental fund for what happened – metal depots, warehouses, service stations, car washes, etc.

The war, the relocation of enterprises, information activity about new preferences for IPs initially released a wave of interest in the topic of industrial parks, and then immediate steps towards the creation of IPs.

Earlier there was, and now continues, such a trend – the majority of industrial parks of the greenfield type (empty field) were and are initiated by communities and city administrations, and the majority of industrial parks of the brownfield type (old industrial zone) are initiated by private initiators. The most enterprising regional administrations now cooperate with the owners of industrial zones and push them to register industrial parks.

The key problem of such projects is the state of documents on plots and objects. Before starting the development of the concept, we conduct lengthy consultations with the owners regarding their, always unique, situations with documents for land and objects. And only after defining clear tactics and a road map for putting the main documents in order, we start work.

Here are some non-standard situations and questions that we have had to face over the past few months:

  • The tenant or owner of the land plot is one (private or communal), and the industrial building belongs to another
  • Different owners of two adjacent plots, and different owners of industrial buildings
  • The first object is already under construction, but the land is not registered
  • What distance is allowed between adjacent sections or what is generally considered an «engineering and transport gap»
  • Is it possible to develop an IP concept if there is still a process of finalizing the land plot?
  • What wording in the land lease agreement should be used when creating an IP
  • The land is still in the status of «permanent use»
  • Can local authorities make a discount on what rental rate?
  • How to become a participant of IP and start receiving preferences, if there is no production yet?

 

We find answers, solve questions, and work on the creation of industrial parks in Kalush, Ivano-Frankivsk Oblast, Uzhgorod, Zakarpattia Oblast, Lviv Oblast, Volyn Oblast, Zhytomyr Oblast and other regions of Ukraine.

I am glad that the owners of the old industrial zones have finally woken up and are contributing to the industrial and economic recovery of Ukraine.

After all, it is so important precisely now, in these difficult times of military and economic confrontation with Russia. And we will definitely win, we just don’t have a second option.
