Over the past three years, at least half of all industrial parks in Ukraine have passed through us, and at least 60% of industrial parks that are being registered.
And therefore we have real statistics regarding comments and reasons why other parks are denied registration, or documents are constantly sent for revision.
It should be understood that not only the concept of an industrial park is submitted for registration, but also additional documents to it. For some reason, many people do not understand the full importance of the attached documents. But in the registration process, they play a key role, not the concept. Sometimes the number of attached documents is impressive in volume. We had a record for the number of documents for one of the parks – 716 pages of documents attached to the concept.
Why so many, you ask? Because 14 executive authorities, from ministries and individual departments to local authorities of three levels, are engaged in the assessment and verification of the concept and attached documents. And each evaluates their own, and each needs documents or relevant texts in the concept according to their profile.
There are four main reasons for comments on the submitted documents and the concept:
- The quality of the concept itself;
- Incompleteness or poor quality of the attached documents;
- Technical problems with the site and the real estate on it;
- Change in the assessment approach by the inspecting executive authorities during the inspection process.
There are also secondary reasons, but these are often very individual stories. I will talk in more detail about each of the above reasons.
Quality of the concept
Many people think that by downloading a concept from the Internet, you can make a copy in an analog way and everything will be fine.
However, you need to understand that the procedure for evaluating concepts is constantly changing. The performers who evaluate them are changing, and the approaches to evaluation are changing. And here the proverb comes into play – “the devil is in the details”.
According to the text of the concept, there are dozens of nuances that you should pay attention to, for example:
- format for describing the functional direction of the park,
- indicating or not indicating individual types of activities that entail separate tax calculations,
- technical description of the water supply organization,
- glossary regarding participants,
- mandatory references to the source of statistics,
- indicating dates of information provision,
- Specific calculations of import and regular VAT,
- specific description of labor resources,
- implementation deadlines related to tax calculations
- Technical and grammatical errors and much more.
We monitor and take into account all these nuances in each subsequent concept that we develop (and we have already developed more than 60 concepts).
And those initiators who try to register on their own run into a long list of comments on the concept, which is why they are sent, sometimes several times, for revision. And this is a waste of time, which sometimes does not exist.
